In conjunction with the Federal
Acquisition Institute (FAI), we are pleased to interview Dr. Kevin Rhodes, the Administrator of the Office of Federal Procurement
Policy (OFPP) as he leads the
restructuring of federal procurement, to include The Revolutionary FAR Overhaul
(RFO).
This "fireside chat" interview with Dr. Rhodes addresses "The Why" behind Executive Order, E.O. 14402 Promoting Efficiency, Accountability, and
Performance in Federal Contracting, which, in essence, is about driving
performance and reducing costs, by moving to more performance-based models and
fixed-price contracts. This EO drives
home that Fixed-Price Contracts with Performance Based-Considerations is the default
approach and preferred method of procurement so that performance is incentivized
rather than cost inflation.
